Managerial & Financial Assistance

Community Services Program

This program was created to provide assistance to public water systems in developing and maintaining managerial and financial capacity. Water systems that have adequate capacity are able to provide safe and reliable drinking water to their customers now and into the future. The Community Services Team helps build sustainable communities in New Mexico through the following actions:

  • Work with public water systems to provide assistance and develop strategies to increase financial and managerial capacity
  • Ensure training opportunities are available throughout the state for water system board members on core managerial and financial topics
  • Provide information and direct assistance to water systems on funding options for planning and system improvements
  • Conduct surveys to understand New Mexico’s water infrastructure needs and rates charged for water and wastewater services to share with decision-makers throughout the state
  • Assist public water systems in resolving customer complaints and complying with various state agency requirements.

Managerial and Financial Assistance Services Menu

The Community Services Team provides free assistance to public water systems to improve their managerial and financial capacity, through the following services:

  • Development of rules, policies and procedures
  • Compliance assistance with State agencies
  • Training for board members (please see the Training and Tools and Resources page for details)
  • Development of an operational budget, 5 Year financial plan and asset management planning documents
  • Completion of a rate study
  • Funding application assistance
  • Facilitation of regional coordination with other systems

There are two ways to sign-up for assistance from the Community Services Team:

Managerial and Financial Capacity Assessment

The Community Services Team works directly with water systems to develop and maintain managerial and financial capacity. To understand how well a water system is managed, documentation is collected and a capacity assessment is performed. This assessment addresses if the water system has adequate financial documents and has adopted recommended rules, policies and procedures essential to running a water system. The results are documented on a Managerial and Capacity Assessment Form and used to develop a work plan that pinpoints the specific type of assistance needed for the water system.
