Capacity Development

What is capacity?

Capacity is a water system’s ability to operate effectively and maintain compliance with the Safe Drinking Water Act and other regulatory requirements over the long term.

In practice, capacity includes:

  • A governing body that meets regularly, understands its responsibilities, and ensures compliance with applicable laws and regulations;
  • A competent certified operator;
  • An Operations and Maintenance Plan, an Emergency Response Plan, and Sampling Plans;
  • Policies and procedures that are uniformly applied;
  • An annual budget that accounts for all the water system’s needs, including reserve
    accounts for emergencies and capital improvements;
  • Rates sufficient to cover the costs of providing water service;
  • A financial management system that protects the water system’s financial resources; and
  • Planning for infrastructure repair and replacement

How can our capacity development program help?

The Drinking Water Bureau has staff devoted to assisting and training water systems to enhance their capacity. We offer the following services:

Capacity assessments

We can assess your water system’s capacity and provide feedback on your capacity strengths and weaknesses.

One-on-one capacity assistance

We can provide one-on-one assistance to your water system to improve its capacity.

Group training

We provide regular group training sessions across the state for water system governing bodies and operators. Go to our TRAINING page to view training offered by the Drinking Water Bureau and other providers.

Guidance and tools for water systems

We provide recommended guidance documents, tools, and resources for water systems in the TOOLS AND RESOURCES section of our web site, many of which address capacity issues.

Third-Party Capacity Assistance

The Drinking Water Bureau provides capacity assistance through its own staff and contracts with third-party Technical Assistance Providers. More information on its capacity assistance contracts can be found on the Capacity Assistance Contracts web page.
