60-day Public Comment Period: Sandia National Labs Burn Site Groundwater Area of Concern Remedy Selection

The New Mexico Environment Department (Department/NMED) proposes to select a remedy for corrective action for the Burn Site Groundwater (BSG) Area of Concern (AOC) at Sandia National Laboratories (SNL). The United States Department of Energy/National Nuclear Security Administration (DOE/NNSA) and National Technology and Engineering Solutions of Sandia, LLC (NTESS) conducted a Corrective Measures Evaluation (CME) to evaluate different alternatives for remediation of the BSG AOC and submitted a CME Report to NMED on January 30, 2023 (SNL 2023). NMED is proposing this action under the New Mexico Hazardous Waste Act, NMSA 1978 §§ 74-4-1 to 74-4-17, and under the terms of the Compliance Order on Consent (Consent Order), dated April 29, 2004, executed by NMED and by the DOE and Sandia Corporation. The BSG AOC has been under investigation since the 1990s. Based on the information collected, NMED intends, pending public input, to select a remedy for the BSG AOC.

The public comment period for this Remedy Selection for the Burn Site Groundwater Area of Concern will run from February 15, 2024 through April 15, 2024. Any person who wishes to comment on this action should submit written comments in nmed.commentinput.com… or e-mail comments with the commenter's name and address to neelam.dhawan@env.nm.gov . Only written comments received on or before 5:00 p.m. on April 15, 2024, will be considered.

Training: Beyond PM2.5 - The Other Effects of Wildfires on Air and Water Quality

Wildland fire smoke impacts millions of people in the United States every year. While the negative impacts of PM2.5 on air quality and human health are well established, wildland fires mobilize other pollutants that impact EPA’s mission areas of clean air and clean water, and negatively impact human health. This webinar will cover a wide range of effects of wildland fire on air and water quality, including emerging science on the topic (e.g., pollutants mobilized through the burning of human infrastructure). Finally, our presenters will discuss how this research can inform public communications on the risks of wildland fire and approaches to mitigate those risks.

According to the 2021 Federal Lead and Copper Rule Revisions (LCRR), all Community and Non-Transient-Non-Community Public Water Systems (systems) are federally required to submit an initial service line inventory to the Drinking Water Bureau (DWB) by October 16, 2024. This requirement extends to systems without any lead lines in their inventory.

This online training will utilize the service line inventory template developed by the Environmental Protection Agency (EPA) and will provide an overview of the federal requirements of the initial service line inventory.

This class will take budget development step by step and will include exercises and activities to enhance attendees' skills and understanding. One attendee from an earlier presentation of this workshop wrote, 'The trainer has a gift in presenting and a love for the topic, making this course really enjoyable. Imagine that being said about a course on developing a budget!' Another wrote, 'As a non-finance person, I really struggle with this but the presenter did a great job in helping me understand."

One primary tool to become and remain viable is developing and maintaining a comprehensive budget. This workshop will show board members, managers and operators how to develop a budget, identify revenues and expenses, methods to balance the budget, and how to review a budget comparison report on a regular basis.

Analisis Gratuitos: Analisis de la Calidad Del Agua para Pozos Privados

NMED y DOH ofreceran hasta 100 pruebas de agua gratuitas para posoz privados que abastecen a hogares que no estan conectados a un servicio publico de agua en condado de Sierra y comunidades circundantes. Las pruebas incluyen: pH, conductividad electrica, nitrato, hierro, sulfato, fluoruro, y arsenico.

Como Recolectar una Muestra de Agua:
  • Llene un recipiente limpio de vidrio o plastico sin olores, con al menos un cuarto de galon o un litro (es decir, 32 OZ) de su agua de pozo.
  • Si la casa tiene un sistema de filtracion para toda la casa, recolecte el agua en la cabecera del pozo antes de cualquier sistema de filtracion o sistema de ablandador, si es posible.
  • Deje correr el agua 2-3 minutos antes de recolectar la muestra.
  • Recoja la muestra lo mas cerca posible del momento de la prueba.

Free Testing: Private Well Water Quality Testing

NMED and DOH will be offering up to 100 free water tests for private wells serving homes not connected to a water utility in Sierra County and surrounding communities. Tests include: pH, Electrical conductivity, Nitrate, Iron, Sulfate, Fluoride, and Arsenic.

How to Collect a Water Sample:
  • Fill a clean glass or plastic container without any odors, with at least a quart or a liter (i.e. 32 OZ) of your well water.
  • If the home has a whole house filtration system, collect the water at the well head prior to any filtration or softener systems, if possible.
  • Let the water run 2-3 minutes before collecting the sample.
  • Collect the sample as close to the time of testing as possible.

The NMED Surface Water Quality Bureau closes the comment period for Clean Water Act 401 Certification of the draft National Pollutant Discharge Elimination System permit for the Town of Springer Water Treatment Plant, NPDES permit # NM0030627

This is a notification that EPA’s public notice and associated federal comment period have been opened for the draft National Pollutant Discharge Elimination System (NPDES) permit for the Town of Springer Water Treatment Plant, NPDES permit number NM0030627.

Additionally, NMED has opened the simultaneous comment period for the Clean Water Act Section 401 Certification of the draft NPDES permit.

When EPA Region 6 drafts a National Pollutant Discharge Elimination System (NPDES) permit for a discharge into one of New Mexico’s surface waters, NMED has an opportunity to assure that the discharge will not negatively affect the receiving waterbodies. This is documented through the 401 Certification and is required in accordance with state regulations at 20.6.2.2001 NMAC. NMED can make the draft permit more stringent if based on state law or can make comments to EPA for consideration in the final permit. NMED also has the authority to deny certification if the permitting circumstances will not guarantee that the discharge will meet water quality standards.

Esta es una notificación de que el aviso público de la EPA y el período federal asociado de comentarios han sido cierra para la planta de tratamiento de agua de la Ciudad de Springer, número de permiso NPDES NM0030627.

Además, NMED ha abierto el período simultáneo de comentarios para la Certificación de la Sección 401 de la Ley de Agua Limpia del borrador del permiso NPDES mencionado anteriormente.

Cuando la Región 6 de la EPA redacta un permiso del Sistema Nacional de Eliminación de Descargas de Contaminantes (NPDES, por sus siglas en inglés) para una descarga en aguas superficiales de Nuevo México, se requiere que NMED concuerde con que la descarga no afectará negativamente a los cuerpos de agua receptores. The U.S. Environmental Protection Agency (EPA), in cooperation with the New Mexico Environment Department (NMED), invites you to attend the Environmental Justice early engagement virtual meeting for the Doña Ana County Salem wastewater treatment plant (WWTP) NPDES permit. The facility is located near 2800 B.B Roming Drive and discharges enter the Rio Grande.

The meeting will be held virtually: Tuesday, March 26, 2024, 5:30 p.m. until 6:30 p.m. MT. Click here to register for the meeting.

During the virtual meeting, an update will be provided on the current draft permit and engage with the community for any suggestion or concern they have in regards with the NPDES and water quality impacts in their community. Following the updates, a question-and-answer session will be open to the public.
