Point Source Regulation Section
The Point Source Regulation Section (PSRS) is responsible for the protection of surface water quality through implementation of state’s Ground and Surface Water Protection Regulations dealing with point source discharges, spill reporting, etc. PSRS assists USEPA with implementation of the Clean Water Act (CWA) Section 402 National Pollutant Discharge Elimination System (NPDES) permit program by conducting federal compliance evaluation inspections on behalf of USEPA, and reviewing federal permits through certification (in accordance with the process in CWA Section 401) that the permit also complies with New Mexico law. PSRS staff also serve as a point of contact to disseminate information about the NPDES program to local permitted entities. The Municipal Team interacts with wastewater treatment plants receiving municipal domestic waste. They are also the point of contact for pretreatment matters affecting those municipal plants. The Industrial & Stormwater Team handles all stormwater and industrial wastewater facilities, including mines, power plants, Municipal Separate Storm Sewer Systems (MS4s), Construction General Permit (CGP) and Multi Sector General Permit (MSGP) covered facilities.
